Both options have their perks. Both options can offer beautiful results. Here's the breakdown.
PAINT
PROS - 100's of colors and types of paints to choose from. Lasts longer than stain. Easier to apply than stain. Can change the existing color by priming. Special primers can fill in old, worn out wood. Can paint over stained wood with minimal prep.
CONS - Improper prep and application from previous painter can cause peeling paint which creates an expensive mess. Does not work very well on horizontal surfaces such as decks. Hides wood grain.
STAIN
PROS - Soaks into wood. Shows wood grain. Offer transparent, semi transparent, semi solid, and solid stains. Offered in oil based and water based formulas. Fades away rather than peels. Allows for an easier recoat process. Works better on horizontal surfaces such as decks.
CONS - Less color options. More difficult to apply than paint. Doesn't last as long as paint. Stain goes with the aesthetics of lumber. Discoloration of lumber may create an unattractive look. Changing existing stain color requires stripping/sanding existing stain back to raw wood.
